The developers could use Linux for that, but for whatever reason few do anymore. Engineering that into your software takes time & effort. The backup app will then combine the downloaded WinPE with a special version of the app and copy it to the USB stick. To make a USB drive bootable most backup apps use WinPE, which means a fair sized download since Microsoft won't allow anyone else to distribute it. My guess is that it takes time, effort, and nowadays there's a risk that it won't always work to boot whatever device - that last point is perhaps one reason Microsoft ended support for Windows To Go.
